根据海河"23·7"流域性特大洪水各河流的洪峰流量,揭示了本次洪水的特点,概括评估了防洪工程体系在本次防御洪水中的作用;在总结洪水对防洪体系实际考验的基础上,挖掘出以往防洪治理方针落实中的薄弱环节;针对本次拒马河下游泛区洪水淹没现实特别是涿州市及下游重要防洪保护对象的需求,分析了增建上蓄设施的作用与功能;归纳分析了5号与6号2次台风对永定河洪水的形成影响与其对未来防洪调度的启示.
Through the peak flow of each river in the"23‧7"flood,the characteristics of this flood are revealed,and the role of flood control engineering system in flood control is evaluated.On the basis of summarizing the actual test of flood control system,the weak links in the implementation of previous flood control policies were excavated.In view of the flooding reality in the lower reaches of the Juma River,especially the needs of important flood control protection objects in Zhuozhou City and downstream,the role and function of additional storage facilities were analyzed.The impact of typhoons No.5 and No.6 on the flooding formation of Yongding River and their enlightenment for future flood control dispatch were summarized.
