The planned water use management is a basic and important system of water-saving management,involving the management of multiple aspects such as declaration,verification,issuance,adjustment,punishment,and supervision of planned water use.By implementing planned water use management,Beijing has strictly controlled the total amount of water used by regions and industries,promoted the optimization of regional development structure and layout,and achieved outstanding results in water conservation and consumption reduction.However,there is still a lack of top-level laws and regulations specific to planned water use management under the demand of high-quality water conservancy development.The standardization of management procedures,the progressiveness of management means,and the level of management ability are still insufficient.There are still many problems to be solved in more refined planned water use management.
