摘要
用水权改革是发挥市场机制作用优化配置水资源的重要手段.基于海南省情和水情,从用水权改革制度建设、用水权初始分配与明晰、交易开展情况和交易平台建设4个方面分析了海南省用水权改革现状,并结合现行规定的水权交易类型分别从区域水权交易、取水权交易、灌溉用水户水权交易、创新水权交易措施4个方面分析了海南省开展用水权交易的潜力,在此基础上,研究提出加快明晰灌溉用水户水权、培育用水权交易市场和加强计量监测设施建设等建议,以期为海南省进一步推进用水权改革提供参考.
Abstract
The reform of water rights is an important means to optimize the allocation of water resources by leveraging market mechanisms.Based on the situation and water conditions in Hainan Province,this article analyzes the current status of water rights reform in Hainan Province in terms of the construction of water rights reform system,initial allocation and clarification,the development of water rights trading,and the construction of trading platforms.Combined with the current regulations on water rights trading types,the potential of water rights trading in Hainan Province is analyzed from four aspects of regional water rights trading,water withdrawal rights trading,irrigation water user water rights trading,and innovative water rights trading measures.On this basis,suggestions are proposed to accelerate the clarification of irrigation water user water rights,cultivate water rights trading markets,and strengthen the construction of measurement and monitoring facilities,in order to provide reference for water rights reform in Hainan Province.
