By combing the research results of carbon cycle impact,carbon emission accounting methods,carbon emission effect analysis,carbon emission efficiency,carbon emission reduction potential evalu-ation of land use change,and land use structure optimization,the research progress of regional land use structure optimization toward carbon neutrality goal was clarified.In response to the shortcomings of existing research,a systematic framework for regional land use structure optimization toward carbon neutrality goal was proposed from the perspective of regional land use change,that is,to construct an overall carbon budget frame-work and method system of"investigation-monitoring-accounting-evaluation-process simulation-low carbon optimi-zation-carbon reduction benefit evaluation-low carbon policy",and make them play an important role in region-al carbon reduction,land use low carbon structure optimization and regional sustainable development.
