在"双碳"目标的推动下,新能源发电量占比不断提高,对电力系统的可靠性产生影响.一次调频是机组通过对有功功率的调控来稳定电网频率的一种动态调频手段,电化学储能电站在一次调频方面具有优势,可以很好的应对高比例新能源电力系统的调频能力差问题,提升新型电力系统可靠性.该文首先论述了电力系统一次调频的原理,引出电化学储能电站参与一次调频的原理,分析了一次调频国标和新版电化学储能电站国标中的一次调频技术要求和测试方法,对标准的技术要求进行了思考,最后总结了一次调频的特点及测试注意事项.
Interpretation of National Standard Primary Frequency Control of Electrochemical Energy Storage Stations
In achieving"carbon neutrality",the proportion of new energy generation continues to increase,which has an impact on the reliability of the power system..Primary frequency control is a dynamic frequency control method used by generator to stabilize the grid frequency through the control of active power.EESS have advantages in primary frequency control and can effectively address the problem of poor frequency control capability in high proportion new energy systems,improve the reliability of new power system operation.This paper first explain the principle of primary frequency control in power systems,introduces the principle of EESS in primary frequency control,analyzes the technical requirements and testing methods of primary frequency control in the national standard for primary frequency control and the new version of the national standard for EESS,reflects on the technical requirements of the standard,and finally summarizes the characteristics and testing precautions of primary frequency control.
