The Analysis of the Implementation Pathways for Achieving Biodiversity Governance Goals through a Whole-of-Government and Whole-of-Society Approach
The Convention on Biological Diversity has three main objectives:the Conservation of Biological Diversity,the sustainable use of the components of biological diversity,and the fair and equitable sharing of the benefits derived from the utilization of genetic resources.The Kunming-Montreal Global Biodiversity Framework further emphasizes the importance of achieving these three goals in a balanced and comprehensive manner.In recent years,with China's continuous efforts as the host country of the 15th Conference of the Parties(COP15)to the Convention on Biological Diversity,the concept'biodiversity governance'has been increasingly used.President Xi Jinping has reiterated China's commitment to strengthening'biodiversity governance'on several international occasions.In the new historical context,careful consideration is required for systematically advancing biodiversity governance to achieve the Convention's objectives in a balanced way,while promoting high-quality development through effectively biodiversity protection.To address the emerging challenges of biodiversity governance based on China's national conditions,this article propose a strategy for biodiversity governance in China based on a whole-of-government and whole-of-society approach.At the government level,it clarifies the respective responsibilities of the central government,local governments,and relevant departments to ensure the effective implementation of various policies and measures.At the social level,it emphasizes the participation of diverse entities such as scientific research institutions,financial institutions,enterprises,non-governmental organizations,local communities,and the public,advocating for close cooperation,information sharing,and collaborative actions among all parties to jointly contribute to biodiversity governance and sustainable development.
