"五基"协同生物多样性监测技术体系构建研究

生物多样性保护是当今国际社会最为关注的热点之一,而生物多样性监测作为其重要基础,是确保有效保护措施得以实施的前提。传统的生物多样性监测主要基于实地调查,这不仅费时费力成本高,常常难以覆盖广泛的区域和满足长期监测的需求。在此背景下,遥感技术因其具备省时省力、长时序、高精度、多尺度动态监测等优势,为生物多样性监测提供了有利的工具,但目前缺乏联合多平台观测的生物多样性指标体系。为此,本研究提出了一种"五基"协同生物多样性监测的概念,具体包括天基卫星、空基遥感、航空无人机、移动巡护监测车和地面观测。此外,在深入分析"五基"协同生物多样性监测体系必要性的基础上,提出"五基"协同生物多样性监测技术体系,包括"五基"协同生物多样性监测指标体系,以及"五基"协同生物多样性监测技术体系亟需解决的网络布局、数据融合和预警平台建设等关键技术。"五基"协同生物多样性监测技术体系的构建不仅能使各监测平台和各类技术优势互补,还能促进构建形成全方位、立体化的生物多样性监测网络,以期有效提升我国生物多样性监测水平,为全球生物多样性保护做出积极贡献。
Research on the Construction of China's Monitoring Technology System for Biodiversity Based on'Multilevel Platform'Collaboration
Biodiversity conservation is one of the most pressing issues of concern in today's international community,and biodiversity monitoring serves as a crucial foundation for ensuring the implementation of effective conservation measures.Traditional biodiversity monitoring primarily relies on field surveys,which not only consume a lot of time and resources,but also often struggle to cover extensive areas and meet the needs of long-term monitoring.In this context,remote sensing technology,with its advantages of time-saving,labor-saving,long-term tracking,high precision,and multi-scale dynamic monitoring,provides a valuable tool for biodiversity monitoring.However,there is currently a lack of a joint multi-platform observation biodiversity indicator system.To address this issue,this research proposes an innovative concept of'Multilevel Platform'collaborative biodiversity monitoring,specifically including space-based satellites,airborne remote sensing,aerial drones,mobile patrol monitoring vehicles,and ground observations.Furthermore,based on an in-depth analysis of the necessity for the'Multilevel Platform'collaborative biodiversity monitoring system,this study outlines a technological framework for the'Multilevel Platform'collaborative biodiversity monitoring system,which includes the'Multilevel Platform'collaborative biodiversity remote sensing monitoring indicator system,as well as key technologies that need to be addressed,such as network layout,data fusion,and early warning platform construction within the'Multilevel Platform'collaborative biodiversity remote sensing monitoring technology system.The establishment of this comprehensive monitoring system not only enables the complementary advantages of various monitoring platforms and techniques but also facilitates the construction of a comprehensive and three-dimensional biodiversity monitoring network.This aims to effectively enhance the level of biodiversity monitoring in our country and make a positive contribution to global biodiversity conservation.
