Based on the existing researches,this study measures and investigates the cities at local level and above from seven standard levels and thirty index levels of carbon emission level,economic development,energy consumption,transportation,science and education,resources and environment and industrial development in the span of five years.Based on two-stage factor analysis,cluster analysis and Gini coefficient,a new urban low-carbon development level measurement system is constructed to comprehensively evaluate the low-carbon economic development level of cities in China at local level and above.The results show that:1)There still exists regional imbalance in China's low-carbon high-quality development,and the level of urban low-carbon economic development is affected by factors such as high-quality economic development,urban administrative level,and industrial transformation.2)China's urban low-carbon development is affected by relevant policies,and scientifically feasible relevant policies have a strong guiding role and thrust for the level of urban low-carbon development,promoting them to change dynamically in a positive and healthy direction.
