我国生态保护面临的挑战与监管策略

加强生态保护监管,是生态环境管理措施有效落地的重要保障,也是实现可持续发展的必要途径.本研究深入分析了我国生态保护面临的挑战及存在的问题,在此基础上提出了加强生态保护监管的应对策略:一是加强生态保护监管顶层设计,构建"源头严防—过程严管—后果严惩"的全过程监管机制;二是强化生态保护管理措施,完善政策法规及相关标准体系;三是构建生态保护监管业务体系,打造生态状况调查、人类活动监管与生态成效评估3 条业务链;四是强化生态保护监管能力建设,建立完善生态保护监管网络;五是加大科技支撑,推动生态保护技术的研发和应用,筑牢生态保护监管的技术根基.期望本研究能够引起学界对前述问题的深入思考,为增强我国生态系统的多样性、稳定性、持续性提供技术支撑.
Challenges and supervision strategies for ecological protection in China
Strengthening ecological protection supervision is an important guarantee for the effective implementation of ecological environment management measures and a necessary way to achieve sustainable development.This study provides an in-depth analysis of the challenges and problems faced by ecological protection in China,and proposes corresponding strategies to strengthen ecological protection supervision.Firstly,it strengthens the top-level design of ecological protection supervision and constructs a full process supervision mechanism of"strict prevention at the source,strict management in the process,and severe punishment in the consequences";The second is to strengthen ecological protection management measures,improve policies,regulations,and related standard systems;The third is to build an ecological protection supervision business system,creating three business chains:ecological status investigation,human activity supervision,and ecological effectiveness evaluation;Fourthly,strengthen the construction of ecological protection regulatory capacity and establish a sound ecological protection regulatory network;The fifth is to increase technological support,promote the research and application of ecological protection technologies,and establish a solid technical foundation for ecological protection supervision.We hope that this study can trigger in-depth reflection on the aforementioned issues in the academic community,in order to enhance the diversity,stability,and sustainability of China's ecosystem.
