摘要
近年来北海海域疏浚物海洋倾倒量逐年攀升并处于高位,倾倒区使用的供需矛盾日益突出,由此对北海海域海洋倾废管理水平提出了更高的要求.本研究通过梳理北海海域疏浚物海洋倾倒的现状、在用倾倒区的使用情况,分析疏浚物海洋倾倒需求与在用倾倒区容量的供需矛盾,提出倾倒区选划意见.同时剖析了目前在倾倒区使用、倾废审批与监管、倾倒区选划流程等方面存在的问题,并提出针对性的意见与建议,以期不断提升北海海域海洋倾废领域的规范化、精细化管理,切实服务沿海经济高质量发展和海洋生态环境高水平保护.
Abstract
This study introduces the current situation of marine dumping of dredged materials in the Beihai Sea area and the use of in-use dumping areas.By analyzing the contradiction between the demand for marine dumping of dredged materials and the supply and demand of the capacity of in-use dumping areas,the selection of dumping areas is proposed.This study mainly analyzes the difficulties faced by marine dumping in the Beihai Sea area and puts forward management suggestions,in order to provide reference for the competent department of marine dumping management in the Beihai Sea area.
