Considerations on the boundary optimization of the"Three Lines One Permit"environmental integrated units
The environmental integrated units have been treated as the basic carrier to implement lists of Environmental Permits for Human Activities(LEP),which is a part of the"Three Lines One Permit"(TLOP)policy.The defining results of environmental integrated units directly affect the establishment and implementation of LEP.This study analyzed the current division methods of environmental integrated units,then summarized the advantages and disadvantages between administrative boundary fitting method and partition clustering method.The result showed that the administrative boundary fitting method had obvious advantages for application,but there still existed problems that the area of the priority protection unit was rather small and its dominant function was inconsistent.Therefore,based on the cases of city units and town units,a optimization method to set boundaries of environmental integrated units by combining topographic features and traffic network was proposed,which provided an optimization approach for the update and adjustment of TLOP.
