摘要
农村环境整治成效评估是客观、公正评估农村环境整治效果,推动农村环境质量改善的重要环节.本研究以广东省农村环境整治为例,梳理有关政策指引,构建以农村生活污水治理管控、黑臭水体整治、村容村貌和村民满意度等组成的农村环境整治成效评估体系,探析了评估内容、评估流程与认定要点等,并进一步通过现场核查进行验证,以期为农村环境整治成效评估提供可操作、可借鉴的做法,提升农村环境监管水平.
Abstract
Field assessment on performance of the rural environmental improvement plays an important role in evaluating the effectiveness and improving the quality of the work.Taking Guangdong Province as a research case,this study summarized the characteristics of related policies and established an evaluation system including rural domestic sewage treatment and control,black and odorous water treatment,village appearance and satisfaction degree,and the process,key points of field assessment were analyzed.Moreover,a field assessment was applied in order to verify the system,aiming to provide referential experience for the development of rural environmental improvement work,and further improve the practical guidance and operability of related work.
