碳捕获、利用与封存技术(以下简称为CCUS)是重要的二氧化碳负排放技术,其对于我国碳中和目标的实现具有重要意义.但其作为专门用来减排的工具,如果没有必要的政策补贴不可能实现商业化发展.现已有许多研究表明将CCUS纳入碳市场具备一定的可行性,且美国与欧盟的许多国家已经验证,将碳捕获与封存技术与碳市场进行结合能够有效提升其产能.随着技术的进一步成熟,加之我国自愿碳市场重启,可以先将CCUS纳入强制碳市场,发挥碳配额的补贴作用,后续将其纳入自愿碳市场,实现二者的协同发展.在此期间,应建立科学有效的方法学,构建CCUS的法律体系,制定相关准入许可制度,为二者的衔接提供制度保障.
Feasibility and institutional design of incorporating carbon capture,utilizationand and storage technology into carbon market
Carbon Capture,Utilization and Storage technology(CCUS)is an important carbon dioxide reduction technology,which is significant for achieving China's carbon neutrality goal.However,CCUS,as a specialized tool dedicated to reducing carbon emissions,simply cannot achieve commercial viability without the necessary policy subsidies and support.Many studies have shown that integrating CCUS into the carbon market has certain feasibility,and many European countries and the United States have already verified that combining carbon capture and storage technology with the carbon market can effectively enhance its capacity.With the further development of CCUS and the restart of China's voluntary carbon market,we can initially incorporate CCUS into the nation carbon market to leverage the subsidy effect of China Emission Allowance.Subsequently,we can bring it into the voluntary carbon market,ultimately achieving coordinated development of CCUS and the carbon market.During this period,we should establish scientific and effective methodologies,construct a legal framework for CCUS,and establish a market access and licensing system to provide institutional safeguards for the convergence of the two.
