A brief discussion on the way to realize the double carbon target of water diversion project——Taking the east route of South-to-North water diversion project as an example
With the rapid change of global climate, the goal of carbon peak and carbon neutrality(dual carbon)has become a common challenge faced by all countries. As an important national water conservancy infrastructure, water transfer projects are of great significance in optimizing water resources allocation, reviving the ecological environment of rivers and lakes, ensuring water quality safety along the water transport routes and constructing the national water network. In order to further explore ways for water transfer projects to achieve the"dual carbon"goal, this study takes the East Route of the South-to-North Water Transfer project as an example to explore how to achieve carbon peak and carbon neutrality from three aspects:Carbon source reduction, carbon sink capacity enhancement and soft power enhancement.Combined with the experience and practice of the East Route project in implementing the dual carbon goal,it proposes to optimize the industrial structure.Improve the layout of green,low-carbon and high-quality development, promote green and low-carbon energy transformation, increase investment in green and low-carbon facilities, upgrade the level of green and low-carbon scientific and technological innovation, increase energy and resources conservation, stabilize water quality, continue ecological water replenishment, strengthen ecological environmental protection and restoration and improve management capabilities, train professional personnel, and create a green and low-carbon environment. It provides reference for the research and practice of"double carbon"in water transfer project.
