In recent years,voluntary emergency rescue organizations have played an important role in emer-gencies,providing a solid guarantee for the personal property,people's safety and social stability,but at the same time,the challenges have been exposed to funding,professionalization,professional experience and inter-action among organizations.So,based on the theory of resource dependence,this paper proposes optimized coun-termeasures such as strengthening professional construction and correctly giving full play to the synergistic effect of inter-organization community in view of the existing dilemma of voluntary emergency rescue organizations,so as to solve the current development dilemma faced by voluntary emergency rescue organizations.
