摘要
随着城市一刻钟便民生活圈试点工作的深入推进,便民生活圈的建设逐步走向多元融合协调发展的新阶段,越来越多的地区开始探索"一圈多能""多圈合一""圈圈融合"的发展方式.在多元融合的背景下,城市一刻钟便民生活圈建设不能简单地化零为整,而是要在规划政策、建设主体、业态模式、数字科技等方方面面加强整合、集成、重组和创新,强化各类资源的优化配置与共享,实现开放式、多层次、多方位的融合,才能更好地推动消费载体和生活服务升级转型,切实保障社区商业微循环逐步畅通.
Abstract
With the deepening of the pilot work of the 15-minute convenient living circle in cities,the con-struction of convenient living circles is gradually moving towards a new stage of integrated and coordinated devel-opment.More and more regions are progressively exploring the development methods of"one circle with multiple capabilities","multiple circles combined",and"circle integration".In the context of diversified integration,the construction of the 15-minute convenient living circle can not be simply fragmented.Instead,it is necessa-ry to strengthen integration,restructuring,and innovation in planning policies,construction entities,business models,digital technology,and other aspects.It is also necessary to strengthen the optimization and sharing of various resources,and achieve open,multi-level,and multi-dimensional integration,to better integrate the construction of the 15-minute convenient living circle,continuously promote the upgrading and transformation of consumer carriers and life services,and effectively ensure the gradual"smooth flow"of community commer-cial micro-circulation.
