The Motivation,Mechanism and Prospect of the Establishment of National Institute of Outstanding Engineers from the Perspective of the Transformation of Knowledge Production Mode
The National Institute of Outstanding Engineers is a product of the era of organizational change in universities under the trend of transformation of knowledge production mode.The urgent need for"self-reliance and self-improvement in science and tech-nology"overlaps with the trend of"returning to the engineering paradigm",together constituting the driving force of the times for Chi-nese universities to establish the National Institute of Outstanding Engineers.In exploring its mechanism,the National Institute of Out-standing Engineers has developed a service-oriented organizational concept,a heterogeneous multi-discipline membership composi-tion,a flexible organizational structure that is constantly adapting,and a multi-dimensional comprehensive quality control mecha-nism.Taking the transformation trend of knowledge production mode as a reference,in the future,the National Institute of Outstanding Engineers should adhere to the value of educating people and form the organizational concept of active adaptation;optimize the institu-tional environment for innovation and strengthen the knowledge cooperation of organizational members;improve the governance capacity of excellent projects,and focus on building a water-like organization;introduce an evaluation mechanism of public participation to strengthen social accountability in knowledge production.
