Effect of Population Flow on Higher Education Resources Allocation and Its Countermeasures in China
Based on the panel data of 31 provinces from 2013 to 2022,the impact of population flow on the allocation of higher ed-ucation resources in China is empirically examined using the fixed effect model.The results show that,firstly,population flow has a sig-nificant effect on the allocation of higher education resources.The population inflow and outflow areas have negative and positive effects on the allocation of higher education resources respectively.Secondly,the impact of population flow on the allocation of higher educa-tion resources varies according to the level of regional economic development,the level of urbanization and the demographic structure.The most significant effects of population flow on the allocation of higher education resources are found in the eastern regions,regions with medium level of urbanization,and medium level of literacy.Based on the first research result,the following countermeasures are proposed.Firstly,to strengthen the allocation of higher education resources in areas of population inflow.Secondly,to optimize the allo-cation of higher education resources in areas of population outflow.Based on the second research result,firstly to strengthen the alloca-tion of higher education resources in the eastern region.Secondly,to focus on the allocation of higher education resources in areas with medium levels of urbanization.Thirdly,to strengthen the allocation of higher education resources in areas with relatively balanced lev-els of education penetration.
