Unit Logic and Market Logic:Difficulties and Solutions to the Governance of Teacher Mobility in Public-funded Universities in Western Regions
The unit system and academic labor market constitute the institutional environment for the governanceof teacher mobility in public universities in western China,which shapes the thinking patterns and behavioral methods of actors and forms two kinds of gov-ernance logic:unit logic and market logic.Between these two kinds of governance logic,the practice of teacher mobility governance in-western regionsencounters a dual dilemma of"unit failure"and"market failure":conflicts between the governance concepts of fairness and efficiency,contradictions between the governance mechanisms of freedom and regulation and constraints of the governance system of identity and contract division.To solve the dilemma of public university teachers'mobility governance in western regions,it is necessa-ry to achieve a balance between fairness and efficiency,rights and responsibilities in governance concepts;Improve the market opera-tion mechanism,reform the plan operation mechanism,and optimize the governance mechanism;Improve the laws and regulations on personnel management of university teachers,establish a sound institutional system for personnel management in public universities,and construct a scientific and comprehensive governance system.
