教育、科技、人才一体化布局下高校有组织科研的治理创新

高校是构建教育、科技、人才一体化布局的关键一环.通过对一体化布局的体系构成、结构逻辑与网络特征进行考察和分析,指出高校科技创新是推进教育、科技、人才一体化建设的重要结合点.回顾和总结党的十八大以来党领导高校科技创新取得的历史性进展与宝贵经验,指出有组织科研将引发高校科技创新的深刻变革.作为大学治理的重要组成部分,加快高校科技创新治理结构的网络化育成,是推动和实现高校有组织科研治理创新的前提和基础.在新时代新征程上,应从充分发挥新型举国体制优势、全面提升高校科技创新体系整体效能、构建以"人"为中心的科技创新治理体系等方面着手,探索以治理创新推进高校有组织科研的实践进路.
Innovation in Governance of Organized Scientific Research in Colleges and Universities Under the Integrated Layout of Education,Science-technology and Talents
Colleges and universities are a key part of constructing the integrated layout of education,science & technology and tal-ents.Through the investigation and analysis of the system composition,structure logic and network characteristics of the integrated lay-out,it is pointed out that scientific and technological innovation in colleges and universities is an important combination point to pro-mote the integration of education,science & technology and talents.This paper reviews and summarizes the historical progress and valu-able experience of scientific and technological innovation in universities led by the Party since the 18th National Congress,and points out that organized scientific research will inevitably lead to profound changes in the system and mechanism of scientific and technologi-cal innovation in universities.As an important part of university governance,accelerating the network cultivation of university science and technology innovation governance structure is the premise and basis to promote and realize the innovation of organized scientific re-search governance in universities.On the new journey,we should give full play to the advantages of the new national system,compre-hensively improve the overall efficiency of the university science and technology innovation system,and actively build a"people"cen-tered university science and technology innovation governance system,so as to explore the practical way to promote organized scientific research in universities with governance innovation.
