Emergency management and response measures for environmental emergencies under the background of climate change
This paper first analyzes the impacts of climate change on environmental emergencies,including trends in frequency and intensity,as well as changes in event types and scope of impact.It then discusses the emergency management framework for environmental emergencies,including concepts and basic principles,stages and measures,and system construction and improvement.Subsequently,it elaborates on response measures for environmental emergencies in the context of climate change,covering prevention and mitigation,emergency response,and recovery and reconstruction.Finally,through case analysis and experience summary,the paper summarizes successful experiences and shortcomings in response measures and proposes suggestions and prospects for future environmental emergency management.
