Application and practice of pollution discharge permit management in county-level administrative approval services
This paper explores the current status,existing problems,and practical approaches to the application and practice of pollution discharge permit management in county-level administrative approval services.Through field research and questionnaires,it is found that there are issues such as imperfect legal systems,lagging information construction,insufficient personnel capabilities,and poor inter-departmental collaboration in the application,acceptance,review,and issuance of pollution discharge permits at the county level.In response to these issues,the paper proposes improvement measures such as optimizing approval processes,strengthening information sharing,enhancing capacity training,and improving legal systems.The research findings provide useful references for advancing the reform of the pollution discharge permit system and enhancing the environmental management capabilities of county-level governments.
