摘要
环境影响评价污染物排放总量管理对可持续发展至关重要.本文基于经济、社会和环境三个维度的平衡,以及资源的合理使用和环境的保护需求,深入探索了污染物排放总量的管理策略,包括排放标准与限值的制定、排放的监测报告、减排措施与污染防治策略的落实等.进一步剖析污染物排放总量管理和可持续发展的相互关系,着重指出污染物排放管理既在改善环境质量和提高资源利用效率等方面具有重要作用,又对推动经济发展、调整产业结构、制定可持续发展的科学合理目标具有现实意义.
Abstract
Total pollutant emission management in environmental impact assessment is crucial for sustainable development.This study,based on the balance of economic,social,and environmental dimensions,as well as the rational use of resources and the need for environmental protection,explores management strategies for pollutant emissions,including the formulation of emission standards and limits,monitoring and reporting of emissions,and the implementation of emission reduction measures and pollution prevention and control strategies.It further analyzes the interrelationship between total pollutant emission management and sustainable development,emphasizing that pollutant emission management plays a significant role not only in improving environmental quality and increasing resource utilization efficiency but also in promoting economic development,adjusting industrial structures,and setting scientifically sound and reasonable goals for sustainable development.
