Research on the dilemmas and solutions for the implementation of cross-basin ecological compensation policies:a case study of the Chishui River Basin
The three provinces of Yunnan,Guizhou,and Sichuan have established a horizontal ecological compensation mechanism for the Chishui River Basin,promoting inter-provincial cross-basin management from"separate management"to"joint governance,"breaking the stalemate of separate governance.Based on the institutional collective action theory,this paper analyzes the fragmented picture of the horizontal ecological compensation policy in the Chishui River Basin and discusses the implementation path of cross-regional horizontal compensation in the Chishui River from the aspects of institutional guarantees,mechanism coordination,concept renewal,and behavioral transformation,aiming to provide new governance experience and models for other fields of cross-domain governance.
