Life cycle performance evaluation of integrated pipeline corridor PPP projects based on COWA-grey fixed weight clustering
As a project to improve the urban environment and promote the efficient construction and use of urban underground pipelines,integrated pipeline corridor PPP projects have been widely carried out nationwide,and the importance of performance evaluation of integrated pipeline corridor PPP projects has become increasingly prominent.Based on Hall's three-dimensional structure theory,this paper divides the performance evaluation system of urban underground integrated pipeline corridor into four dimensions,namely input,activity,output and influence.The whole life cycle performance evaluation index system covering four stages:pre-construction period,construction period,operation and maintenance period and transfer period is established.The evaluation index weights are determined by COWA operator weighting method,and the performance evaluation model is established by grey fixed weight clustering method.In addition,this paper also carries out empirical analysis on a comprehensive pipeline corridor PPP project in Zhongshan City,Guangdong Province,so as to verify the rationality and effectiveness of the performance evaluation model.The proposed performance evaluation model is expected to have reference value and significance for the performance evaluation of the whole life cycle of relevant integrated pipeline corridor PPP projects.
