高速公路零碳服务区内涵及建设体系研究

交通运输行业作为最大的温室气体与空气污染物排放源之一,是我国重点关注的碳减排领域.不同交通运输方式的碳排放量差异明显,其中公路运输碳排放量最大,服务区又是公路运输的重要枢纽和对外展示的窗口,因而其低碳化程度受到普遍关注.山东、江苏、浙江等地已开始探索建设零碳服务区,然而目前零碳服务区的概念内涵和建设体系仍不明确、碳排放来源不清晰、碳排放量难以度量、碳减排措施不够系统具体,缺乏系统谋划和顶层设计.因此,本文首先在现有研究的基础上梳理了零碳服务区的概念和特点,明晰了零碳服务区的理论计算方法,基于全寿命周期理论探讨了零碳服务区建设体系,旨在为高速公路零碳服务区建设提供借鉴和参考.
Research on the Connotation and Construction System of Zero-carbon Service Area of Expressway
As one of the largest sources of greenhouse gas and air pollutant emissions,the transportation industry is a key area of carbon emission reduction in China.There are obvious differences in the carbon emissions of different modes of transportation,among which road transportation has the largest carbon emissions,and the service area is an important hub and window for road transportation to display to the outside world,so its low-carbon degree has attracted widespread attention.Shandong,Jiangsu,Zhejiang and other places have begun to explore the construction of zero-carbon service areas,but the current concept and construction system of zero-carbon service areas are still unclear,the source of carbon emissions is not clear,carbon emissions are difficult to measure,carbon emission reduction measures are not systematic and specific,and there is a lack of systematic planning and top-level design.Therefore,on the basis of the existing research,this paper firstly sorts out the concept and characteristics of zero-carbon service areas,clarifies the theoretical calculation and characteristic indicators of zero-carbon service areas,and discusses the construction system of zero-carbon service areas based on the whole life cycle theory,aiming to provide reference for the construction of zero-carbon service areas for expressways.
