On the optimization of the procedure of rapid handling of maritime adminis-trative cases
The Coast Guard Law of the People's Republic of China stipulates the procedures for the rapid handling of maritime administrative cases in Articles 30 and 31.The procedures for the rapid handling of maritime adminis-trative cases by the coast guard may be simplified,which can be understood as simplifying the procedures and pro-cedures for the handling of simple maritime administrative cases of minor and non-controversial nature by the coast guard.The provisions of the fast-track procedure have guiding value for China's coast guard agencies to explore ways and means to simplify the case handling process,and play a positive role in promoting the subsequent formula-tion of the Provisions on Administrative Law Enforcement Procedures of coast guard agencies(draft for comment)and the production of other provisions.From the"coast guard law"and"coast guard agency administrative law en-forcement procedures provisions(draft for comment)"in the rapid handling procedures of the four problems that the way of notification should be improved,the rapid handling of special areas to be built,evidence rules to be sim-plified,the quality of handling cases is difficult to control,and put forward the development of electronic signing equipment,the construction of law enforcement ship dispatch area,simplify the application of special evidence rules,strengthen the quality assurance mechanism of case handling four ways to improve.It has important reference value for legislation and law enforcement.
