在构建以风、光等新能源为主体的新型电力系统背景下,探索抽水蓄能电站协同实施引调水工程,兼顾电力系统与水资源配置要求,可充分发挥工程综合效益,推进电力与水网建设协同发展.采用"电水统筹"开发模式,可一定程度上降低"抽水蓄能+引调水"工程总投资、节约建设用地,减少对生态环境的影响.文章归纳了现有"电水统筹"项目的主要开发方式,探讨了项目开发需要关注的重点及应对,包括合理的工程建设规模、充足的水源条件、适宜的消落深度、可控的泥沙含量等,合理分摊工程投资、控制提水成本,统筹协调工程运行调度,以期为电力发展与水网建设提供参考.
Discussion on Combined Implementation of Pumped Storage Power Station and Water Diversion Project
In the context of building a new power system with wind,light and other new energy as the main body,exploring the coordinated implementation of pumped storage power stations for water diversion projects,taking into account the requirements of power system and water resources allocation,can give full play to the comprehensive benefits of the project,and promote the coordinated development of power and water network construction.The use of"overall planning of electricity and water"development mode can reduce the total investment of"pumped storage+water diversion"project to a certain extent,save construction land,and reduce the impact on ecological environment.This paper summarizes the main development methods of the existing"electricity and water pooling"project,discusses the key points that need to be paid attention to and countermeasures for the project development,including reasonable project construction scale,sufficient water source conditions,appropriate subsidence depth,controllable sediment content,etc.,rationally apportion project investment,control water extraction cost,and coordinate project operation and scheduling so as to provide reference for electric power development and water network construction.
