党外年轻干部发现储备机制研究——以哈尔滨工程大学为例

构建党外年轻干部发现储备机制是巩固和壮大新时代统一战线、实施人才强国战略的时代要求。高等院校是培养和选拔党外代表人士的重要基地。通过从政治、品德、才能、业绩、声誉等多维度构建高校党外年轻干部发现识别标准和指标体系,并从发现场景、发现方式、发现主体、发现时点等几方面着手建立全链条的高校党外年轻干部发现储备机制,在此基础上以哈尔滨工程大学为例,提出了一系列与党外年轻干部储备相适应的协同工作机制,为高等院校做好党外年轻干部发现、储备、培育、使用工作提供了可供参考的思路。
Research on the Discovery and Reserve Mechanism of Young Cadres Outside the CPC——A Case Study of Harbin Engineering University
It is the requirement of the times to construct the discovery and reserve mechanism of young cadres outside the CPC to consolidate and strengthen the united front of the new era and to implement the strategy of building a talent-strong country.Colleges and universities are important bases for training and selecting representatives outside the CPC.By constructing the identification standard and index system of young cadres in colleges and universities outside the CPC from the aspects of politics,morality,ability,achievement and reputation,and from the discovery scene,the discovery method,the discovery main body,the discovery time and so on several aspects to start to establish the whole chain of the university young cadres outside the CPC discovery and reserve mechanism.Take the Harbin Engineering University as an example,puts forward a series of cooperative working mechanisms which are suitable for the reserve of young cadres outside the CPC,and provides a reference for colleges and universities to discovery,reserve,cultivate and use young cadres outside the CPC.
