警务合成作战预案指挥是基于人工智能手段与智能化预案为指导,对警务资源进行的高效配置与组织领导活动,具有长程持续性、迭代对抗性、精确针对性与适应成长性的特点。其运行过程遵循效能逻辑、体系逻辑、精准逻辑与智能逻辑,以满足高效、安全、精准与智能的现实需求。其内在遵循程序科学性的"规则推理"机理、内容科学性的"案例推理"机理及判断科学性的"交互演化"机理,以满足科学性的现实需求;在上述界定、逻辑与机理支撑下,形成了以智能化预案(案例)库为主的智能化预案指挥资源的构建,以精确识别与及时推送为主的智能化预案指挥手段构建,以分析、判断与决策为主的智能化预案指挥主体能力构建,以及以执行、反馈与进化智能化预案指挥客体构建的智能化预案指挥模式,以期推动警务合成作战预案指挥模式的优化,提升公安机关防范与化解重大风险的能力。
Research on the Construction of Intelligent Pre-plan Command Mode in Police Synthetic-operation
Police synthetic operation pre-plan command is an efficient configuration and organiza-tion and command activities of police resources under the guidance of artificial intelligence means and intelligent pre-plan.It has the characteristics of long-term sustainability,iterative confrontation,accu-rate pertinence and adaptive growth.Its operation process follows efficiency logic,system logic,preci-sion logic and intelligent logic to meet the practical needs of efficiency,safety,precision and intelli-gence.It follows the"rule reasoning"mechanism of procedure scientificity,the"case-reasoning"mech-anism of content science and the"interactive evolution"mechanism of judgment of scientificity to meet the practical needs of scientificity.Under the support of the above definition,logic and mechanism,the construction of an intelligent pre-plan command resources is formed predominately including intelligent pre-plan(case)database to construct the intelligent pre-plan command means mainly for accurate re-cognition and timely push notification,the construction of intelligent pre-plan command subjective a-bility based on analysis,judgment and decision-making and the construction of intelligent pre-plan co-mmand mode based on the execution,feedback and evolution are carried out in order to promote the optimization of the command mode of police synthetic-operation pre-plan and to improve the ability of public security organizations to prevent and resolve serious risks.
