摘要

为推进陆军装备维修保障设备报废工作统筹部署、有序开展,提出可拓群组层次分析法,对业内专家提出的9项建设影响因素进行了重要度评估.结果说明,法规制度、技术条件和规范是工作开展的先行基础,组织体系、报废流程、鉴定分级需跟进设计、配套完善,安全保密、处置方式和储存管理可在整体框架理顺后接续展开.

Abstract

In order to promote the integrated deployment and orderly carry out the scrap work of army equipment and maintenance support devices,a topographic group hierarchy analyzing method is proposed to perform the importance evaluation with nine construction influencing factors proposed by industry experts.The results show that the laws and regulations,technical conditions and specification are the foundation for carrying out the work,the organization system,scrap process,identification and classification should follow the design,the complete supporting facilities,security and confidentiality,disposal method and storage management can be continually executed after the whole framework is sorted out.
