摘要
当前,人民法庭中出现了许多年轻干警,类似于经济学上所提及的同质化现象.对湖南省南部某市43个基层法庭进行调研,发现该市人民法院干警同质化现象也比较严重,主要表现为年龄相仿、专业相似、社会阅历相似.年轻干警是人民法庭提升办案质效的有效途径,缓解人民法庭案多人少矛盾的强力手段.但年轻干警同质化弱化了干警之间的传帮带且难以打破论资排辈等问题,同质化竞争导致年轻干警出现"混""乱"心理.所以,人民法庭必须做好老、中、青三级阶梯队伍建设,加强与院机关干警轮流换岗,打破论资排辈来消除人民法庭干警同质化现象,为推动新时代人民法庭工作高质量发展提供人才保障.
Abstract
Currently,there are many young police officers in people's courts,which is similar to the phenomenon of homogenization mentioned in economics.A survey was conducted in 43 basic-level courts in a city in southern Hunan Province,and it was found that the phenomenon of homogenization among police officers in the city's people's courts is also quite serious,mainly manifested in similar ages,majors,and social experiences.Young police officers are the effective way for people's courts to improve the quality and efficiency of case handling,and a powerful means to alleviate the contradiction of outnumbered cases to understaffed people in people's courts.However,the homogenization of young police officers weakens the transmission and assistance between them,and it is difficult to break the problem of seniority.Homogeneous competition leads to a mentality of confusion and disorder among young police officers.Therefore,the people's court must do a good job in building a three-level team of the elderly,the middle-aged,and the young,strengthen the rotation of positions among the police officers of the court,break the phenomenon of seniority based on seniority to eliminate the homogenization of police officers in the people's court,and provide talent guarantee for promoting the high-quality development of people's court work in the new era.
