摘要
非致命武力电击器研发使用起源于美国,国内最先在广东省使用.非致命电击器具有结构简单、操作方便,最大限度减少人员伤亡的优势,但现阶段因非致命武力电击器使用法律依据不足、使用培训不规范、广泛使用可能造成重大舆情事件造成恶劣影响,影响公安机关人民警察执法权威,为此呼吁相关职能部门引起重视,进一步规范非致命武力电击器使用依据,强化专业化培训,加强装备自主研发,从而提高公安民警执法效能.
Abstract
The development and use of non-lethal force electroshock device originated in the United States,and was first used in Guangdong Province in China.Non-lethal force electroshock device has the advantages of simple structure,convenient operation and minimizing casualties.However,due to the lack of legal basis for the use of non-lethal force electroshock device,non-standard training and potential adverse effects affecting the law enforcement authority of the people's police of the public security organs in wide use,relevant functional departments should pay attention to further standardization of the basis for the use of non-lethal force electric shock devices,strengthen the specialized training,and deepen the independent research of equipment,so as to improve the law enforcement efficiency of the public security police.
