The report of the 20th Party Congress clearly states that it is necessary to strengthen the legal supervision work of the procuratorial organs and improve the public interest litigation system.In order to safeguard environmental public welfare,pre-litigation procuratorial recommendations,as an environmental administrative public interest litigation tool,have played an important role.Therefore,it is of great importance to optimize the environmental administrative public interest litigation by improving its effectiveness.Recently,there have been several issues with procuratorial recommendations,such as its inherent rigidity,procedural imperfections,and difficulties in supervising implementation.To address these issues,it is essential to improve relevant legislation and team building,refine the procedural provisions for the use of procuratorial recommendations,establish and improve the tracking and implementation mechanism of procuratorial recommendations,so as to maximize its effectiveness.
