网络安全的协同治理路径探析

摘要
网络安全是社会稳定和公共安全的基础.近年来,伴随着我国网络安全法治建设的不断推进,以及网民安全意识的提升,网络安全形势持续向好.然而,随着网民数量的持续增加以及网络在各行业领域的广泛深入应用,一些不法分子为追求自身利益做出破坏网络安全的行为,扰乱了网络安全秩序和环境.因此,网络安全治理仍然是当前及今后一段时期国家安全治理的重点.同时,考虑到网络安全问题产生原因过于复杂且涉及主体相对较多的实际情况,网络安全协同治理应当成为网络安全治理的重要方式.基于此,文章在分析网络安全协同治理必要性的基础上,对当前协同治理实践中存在的问题进行了总结,并结合问题提出了协同治理的路径,包括不断夯实网络安全协同治理法治基础,丰富网络安全协同治理经验,健全网络安全协同治理机制,增强网络安全协同治理资源整合能力,以期能为网络安全协同治理实践提供参考.
Abstract
Network security is the foundation of social stability and public safety.In recent years,with the continuous promotion of legal construction of China's network security and the improvement of citizen's security awareness,the network security situation has continued to improve.However,with the continuous increase in the number of internet users and the widespread and in-depth application of the Internet in various industries,some criminals engage in behaviors that undermine network security in pursuit of their own interests,disrupting the order and environment of network security.Therefore,network security governance remains a key focus of national security governance in the current and future periods.Meanwhile,considering the complex causes of network security issues and the relatively large number of stakeholders involved,collaborative governance of network security should become an important approach to network security governance.Based on this,the article analyzes the necessity of collaborative governance in network security,summarizes the problems existing in current collaborative governance practices,and proposes a path for collaborative governance,including continuously consolidating the legal foundation of collaborative governance in network security,enriching the experience of collaborative governance in network security,improving the mechanism of collaborative governance in network security,and enhancing the ability to integrate resources in collaborative governance in network security,in order to provide a reference for collaborative governance practices in network security.
