摘要
随着中国经济快速发展和全球化进程加速,中国留学生人数迅速增长.然而近年来,涉及政治安全风险、治安刑事安全风险、公共卫生安全风险和种族宗教文化风险等因素的多起中国留学生的安全事件引发了社会各界的广泛关注.中国海外留学生之所以容易成为合适的犯罪目标,是因为海外留学生外貌特征的易发现性、行为习惯的可接近性和可预测性、经济条件的高价值性所造成的.优化日常行为模式、加强留学生信息共享机制建设、强化双边领事条约以及构建协同预警与应急机制等策略可以降低留学生成为犯罪目标的风险,保护中国海外留学生的安全.
Abstract
With the rapid development of the Chinese economy and accelerated internationalization,the number of Chinese students studying abroad has grown rapidly.However,in recent years,several safety incidents involving Chinese students,influenced by factors such as political security risks,criminal security risks,public health risks,and racial,religious,and cultural risks,have attracted widespread attention from various sectors of society.The reason why Chinese overseas students are easily targeted for crimes is due to their easily identifiable physical features,accessible and predictable behavior patterns,and their high economic value.Strategies such as optimizing daily behavior patterns,enhancing information-sharing mechanisms among students,strengthening bilateral consular treaties,and establishing collaborative warning and emergency mechanisms can reduce the risk of international students becoming targets of crime and safeguard the safety of Chinese students studying abroad.
