美军卫生人员信息管理系统的借鉴及思考

目的 梳理美军卫生人员3种信息管理模式,借鉴其中成功的经验以启示我军卫生人员的队伍建设.方法 基于文献资料学习,对比美军卫生人员管理系统及部署模式与我军卫生人员管理现状,提出构建我军卫生人员管理系统的建议.结果 美军在卫生人员补充部署系统(professional filler system,PROFIS)中建立美国陆军医疗部门人员数据库,满足平、战时人员部署需求,具有综合管理、统一部署的特点;卫生人员补充分配-部署系统(PROFIS deployment system PDS)具有预测轮换卫生人员需求的特点;修改后的组织装备表部署人员系统(modified organization and equip-ment assigned personnel,MAP)则将提高实战化技能作为首要考虑因素.美军PROFIS、PDS、MAP这3种模式为我军卫生人员部署管理信息化提供了借鉴与思考.结论 借鉴美军PROFIS演变过程中的经验做法,我军应构建全军范围卫生人员管理信息系统,强化文职人员队伍作用,建强各级卫勤训练部门,动态化确定人员部署周期,提升军队卫勤保障能力.
Reference and Thinking of the U.S.Military Health Personnel Information Management System
Objective To sort out 3 information management modes for the U.S.military health personnel and drawing on their successes to promote the development of our military health personnel.Methods The U.S.military health personnel management system and deployment mode with the current status of our military health personnel man-agement was compared and proposal to build a health personnel deployment management system for our military,which was thrown out based on the literature study.Results The U.S.military medical department personnel database in the health professional filler system(PROFIS)was established among the U.S.military,which met the personnel deploy-ment needs in peace and wartime,and featured integrated management and unified deployment;the PROFIS deployment system(PDS)had the characteristics of predicting the demand of rotating health personnel;and the modified organization and equipment assigned personnel(MAP)had the improvement of actualization skills as the primary consideration.The U.S.military PROFIS,PDS and MAP models provided reference and thinking for informatizing the deployment manage-ment of our military health personnel.Conclusion Drawing on the experience and practices of the U.S.military in the e-volution of PROFIS,our military should build a military-wide health personnel management information system,strengthen the role of the civilian personnel team,build up health service training departments at all levels,and dynamicly identify personnel deployment cycle,which can enhance the military medical support capabilities.
