The Constitutional Norm Basis and Difficulty Breakthrough Path of Rule of Law in Rural Revitalization
Under the background of comprehensively governing the country according to law,the steady progress of rural revitalization must follow the road of rule of law.The Constitution is the top-level design of China's legal system,which provides a normative basis for rural revitalization in four dimensions:historical narrative,nature of the state,fundamental rights and obligations of the state.Therefore,when facing the legal difficulties in the process of rural revitalization,it is necessary to respect the legislative intent expressed in the historical narrative of the Constitution,follow the Constitution's setting of the nature and goals of the country,abide by the principles and norms of the Constitution's protection of basic rights and fulfillment of national obligations,further exert the subjective and objective functions of the Constitution's basic rights,and strengthen the review of administrative normative documents,in order to crack the difficulty of promoting rural revitalization under the rule of law,release the rule of law effectiveness of rural self-government organizations,and fully realize the rule of law of rural revi-talization.
