Comparative Study on the Legal System of Classification and Disposal of Municipal Solid Waste between China and Germany
As the economy develops rapidly, municipal solid waste delivery as the source link has received increasing attention. However, there are still problems in the current garbage classification and delivery system in China, such as an incomplete legal and regulatory system, unclear division of responsibilities for classification and delivery, inconsistent standards for household waste classification, and incomplete legal responsibilities for municipal solid waste.Germany's classification and treatment of municipal solid waste is more advanced, which has a complete management system. In 1972,Germany passed its first"Waste Disposal Law",and in the following 51 years, remarkable achievements have been made in waste classification. Therefore,we can learn from Germany's advanced experience and improve the relevant legislation of urban domestic waste classification and management according to our national conditions, and thus straighten out the relationship between municipal solid waste classification and delivery entities, establish basic unified waste classification standards, improve the legal responsibility of classification and delivery entities, and finally solve the problems in the legal system of municipal solid waste classification and delivery.
