Study on the Performance of"Lying Flat"Cadres in Colleges and the Precise Countermeasures of Management
The study is based on the in-depth analysis with the behavior of"lying flat"cadres in colleges,in essence,the phenomenon of"lying flat"cadres in colleges and universities is mainly caused by internal and external factors such as wavering ideals and beliefs,imperfect assessment and incentive mechanism,unscientific selection and promotion mechanism,inadequate supervision and accountability mechanism,panic of cadres'ability,and changes in university environment.We should take various methods to strengthen ideal and belief education,improve the assessment and incentive mechanism,establish performance-based promotion orientation,scientific supervision and accountability,strengthen humanistic care,and enhance practical ability,so that there is no foothold for the"lying flat"behavior,guiding the college cadres to reshape the spirit of struggle,so as to empower the high-quality development of colleges.
