Analysis on the Accountability of the Central Environmental Protection Inspectorate to the Party and Government:A Case Study of the Second Round of Accountability
Environmental protection inspector is an innovative system of China's modernization management,which has the dual nature of administrative inspector and party inspector.The Party and government accountability of central environmental protection inspectors is an effective means to implement environmental protection inspectors.The academic community has made in-depth research on the central ecological and environmental protection inspectorate and its Party and government accountability mechanism,mainly focusing on its institutional characteristics and advantages,but few of them have taken the accountability of the central ecological and environmental protection inspector as the research object of empirical studies.Obtaining the accountability data of the second round of central ecological and environmental protection inspectors through public information channels,and conducting quantitative assessments from the aspects of accountability objects,levels,and accountability situations,are helpful to summarize practical experience and improve accountability efficiency.Using the empirical method to evaluate whether there is a correlation between the level of accountability and the accountability situation,the study proves that there is a correlation between some accountability situations and the level of accountability.The conclusions of the study can help to understand the impact of the accountability of the central ecological environmental protection inspectors on ecological environmental governance and the impact on the construction of ecological environmental governance system.
