Legal Responses to Ecological Security Risks from the Perspective of Codifying the Environmental Law Code
Given the current realities of ecological degradation,climate warming,and biodiversity loss in China,it is imperative to incorporate the increasingly apparent ecological security risks into a legalized framework and address them through legal means.The holistic,systemic,and intertwined characteristics of ecological security risks determine that the existing legal regulatory frameworks for environmental resources and national security,which artificially separate and correspond to the two core elements of"ecology"and"security,"cannot meet the needs for systematic governance of ecological security risks.With the environmental law code steadily progressing in China,the codified and scientific environmental law code has become an effective legal framework to regulate and respond to ecological security risks.Based on this,a moderate codification model of'Environmental Law Code+Separate Legislation'should be followed to seek regulatory paths for ecological security risks from both internal and external perspectives of the environmental law code.
