Research on the Influence of Direct Agricultural Subsidies on the High Quality Development of Grain Production
In the dual context of the national grain security strategy for the new era and the pursuit of high-quality agricultural development,this study delves into the profound mechanisms by which agricultural direct subsidy policies influence the total factor productivity of grain(TFP).The goal is to provide theoretical underpinnings and empirical evidence for the precise optimization of subsidy policy frameworks and to enhance the efficacy of subsidies,thereby facilitating the transition of grain production towards high-quality development.Utilizing panel data from 23 grain-producing provinces spanning the years 2006 to 2022,this research employs a two-way fixed effects model,a mediation effect analysis framework,and panel quantile regression techniques to systematically assess the direct impact,intrinsic mechanisms,and marginal effects under various conditions of agricultural direct subsidy policies.The study reveals that the implementation of agricultural direct subsidies significantly boosts grain TFP,emerging as a pivotal force in advancing the high-quality development of grain production,albeit with a certain degree of time lag in its effects.Regarding marginal effects,the policy is found to be particularly effective in enhancing TFP in regions with medium to low efficiency levels.In terms of impact mechanisms,agricultural direct subsidies primarily elevate grain TFP by curbing indiscriminate expansion and fostering moderate-scale grain operations.However,given the limitations in the intensity of subsidies,there is a need to strengthen their incentive effects on the dissemination of agricultural technology.Regional heterogeneity analysis indicates that the western regions and major grain-producing areas exhibit a more pronounced responsiveness to the benefits of subsidy policies.Consequently,it is recommended to augment investment in agricultural direct subsidies,prioritize the subsidy allocation mechanism,and focus on areas with lower production efficiency and underdeveloped economies to better leverage the role of subsidy policies in promoting the high-quality development of grain production,while ensuring the ongoing stability and efficiency of the agricultural support and protection policy system.
