Research on the Classification Forms and Standards of Public Credit Information:Focusing on the Refinement of Creditworthy Information and Dishonest Information
There are still issues with inconsistent classification forms and chaotic classification standards for public credit information in existing regulations. In this regard, public credit information should be classified into two levels. The first level of classification should be based on the fulfillment status of obligations, and public credit information should be divided into four categories:basic information, creditworthy information, dishonest information and other information. The second level classification mainly focuses on creditworthy information and dishonest information, and creditworthy information is divided into two categories based on the difficulty, duration, cost, and other criteria of fulfilling obligations, namely general creditworthy and special creditworthy. The dishonest information is classified into three categories based on the subjective fault, ability to perform, nature of failure to fulfill obligations, and damage caused by the obligor, namely minor dishonesty, general dishonesty, and serious dishonesty. And the internal classification of creditworthy information and dishonest information should be comprehensively judged based on the above classification standards.
