Authority,Coordination of Interests,and Clarification of Stage Standards for Data Processing in Center For Public Credit Information
Public credit data processing is a core element in the construction of the social credit system.Centers For Public Credit Information at all levels in China are responsible for the collection,sharing,and public processing of public credit data,serving as a crucial hub for information data integration.However,since its establishment,there have been legal issues such as unclear sources of data processing power,inconsistent harmonization of data interests,unclear processing stages,and the need for detailed processing standards.To address these issues,on one hand,the future"Social Credit Law"should give the Center For Public Credit Information the power to process data,and coordinate data interests between the center and other entities by clearly defining the distribution of data property rights.On the other hand,the processing stages of public credit data should be harmonized and the processing standards of the stages should be clarified:the collection stage should be based on the standard of"duty"of the center;the sharing stage should be based on the standard of the"object"and the disclosure stage should be based on the standard of"nature".
