摘要

[目的]科技创新是区域经济社会高质量发展的新动能.为了进一步提升科技创新能力和水平,需对科技创新绩效进行评价研究.[方法]基于公共政策评估理论和相关研究文献,立足安徽创新发展实践,构建科技创新绩效评价指标体系,运用灰色关联度方法对2016-2021年面板数据进行量化分析,并与中部地区比较.[结果]研究结果表明:安徽科技投入与创新产出表现为中度相关性,绩效存在明显的差异性,科技创新绩效有待于进一步优化.[结论]基于研究结果,在综合分析的基础上,提出安徽科技创新绩效优化的对策建议.采取释放研发人员潜能、优化科技经费效用、建立分类绩效评价等措施来提升科技创新绩效.

Abstract

[Purposes]Technological innovation is a new driving force for the high-quality development of regional economy and society.In order to further enhance the ability and level of technological innova-tion,it is necessary to study evaluation the performance of technological innovation.[Methods]Based on the theory of public policy evaluation and relevant research literature,and based on the innovative devel-opment practice in Anhui,a performance evaluation index system for scientific and technological innova-tion is constructed.The grey correlation method is used to quantitatively analyze panel data from 2016 to 2021 and compare it with the central region.[Findings]The research results indicate that there is a mod-erate correlation between Anhui's technology investment and innovation output,and there are significant differences in performance.The performance of technology innovation needs further optimization.[Con-clusions]Based on the research results and comprehensive analysis,this paper will propose countermea-sures and suggestions for optimizing the performance of Anhui's technological innovation.Measures such as releasing the potential of R&D personnel,optimizing the effectiveness of science and technology funds,and establishing classified performance evaluation should be taken to improve the performance of scientific and technological innovation.
