Review on the Practice of Transfer and Transformation of Scientific and Technological Achievements in Hai'an City
[Purposes]Due to the blocking points,difficulties and many restrictive factors in the transfer and transformation of scientific and technological achievements,it is necessary to carry out research to promote the transfer and transformation of scientific and technological achievements,effectively improve the transformation efficiency and enhance the ability of scientific and technological innovation.[Meth-ods]In recent years,Hai'an City has carried out innovative exploration and practice in six aspects:opti-mizing the policy ecology of science and technology innovation,innovating technology work system and mechanism,strengthening the main position of enterprise innovating,strengthening the construction of in-novation and entrepreneurship carrier,constructing the market system of results transfer and transforma-tion,and strengthening the recruitment of talent science and technology innovation projects.This paper sorts out and summarizes those acts and then analyzes the innovation and practice of Hai'an City in breaking the barriers of transfer and transformation of scientific and technological achievements in coun-ties.[Findings]Hai'an city has formed the experience of the transfer and transformation of scientific and technological achievements with the"Hai'an model"of science and technology innovation governance at the county level,and promoted the high-quality development of regional economy.[Conclusions]This paper provides a referential working idea for improving regional scientific and technological innovation ability and promoting high-quality development of county economy.
