[目的]江西省重点实验室正开展重组工作,需对各个重点实验室投入产出效率进行研究,为实验室重组提供参考依据.[方法]基于江西省重点实验室2021年度统计报表,从科技创新投入、科技创新产出两个方面构建投入产出效率指标评价体系,运用投入导向的DEA-CCR、DEA-BBC模型进行测度.[结果]江西全省239家省重点实验室只有109家DEA效率值为1.按依托单位类型测算,科研院所类实验室DEA效率值最低,按领域类型测算,地球科学类实验室DEA效率值最低.[结论]江西省重点实验室投入产出效率并不高,且存在资源浪费.建议着重提高医院和科研院所类以及地球科学、化学科学、生物科学三领域重点实验室的资源投入产出能力.
Research on Input-output Efficiency of Key Laboratory of Jiangxi Province
[Purposes]As the key laboratory of Jiangxi Province is carrying out the reorganization work,it is necessary to study the input-output efficiency of each key laboratory to provide reference for the labo-ratory reorganization.[Methods]Based on the annual statistical report survey of key laboratories in Ji-angxi Province,this paper analyzes and studies the construction situation,human resources,scientific re-search capacity,scientific and technological achievements,and open exchanges and cooperation of key laboratories in Jiangxi Province.The input-output efficiency index evaluation system is constructed from two aspects of scientific and technological innovation input and output,and the input-oriented DEA-CCR and DEA-BBC models are used to measure.[Findings]Among 239 provincial key laboratories in the province,only 109 have a DEA efficiency value of 1.According to the measurement of supporting units,the DEA efficiency value of scientific research institute laboratories is the lowest,and the DEA ef-ficiency value of earth science laboratories is the lowest.[Conclusions]The input-output efficiency of key laboratories in Jiangxi Province is not high,and there is a waste of resources.It is suggested to strengthen the output capacity of resources input in hospitals and research institutes,as well as key labo-ratories in the fields of earth science,chemical science and biological science.
