Problems and Countermeasures of the Management of Financial Re-search Funds under the Background of Science and Technology System Reform
[Purposes]This study aims to explore the management of financial research funds in the re-form of the science and technology system,and propose solutions to ensure that financial research funds provide strong support for the rapid development of China's science and technology industry,while also achieving the goal of"improving the efficiency of science and technology investment"proposed in the re-port of the 20th National Congress of the Communist Party of China,and helping China better achieve high-level scientific and technological self-reliance.[Methods]This study used literature analysis,ex-pert interviews,and other methods to interpret the relationship between China's science and technology system reform and financial research funding management.It emphasized the importance of strengthen-ing financial research funding management,and based on the analysis of the existing problems in finan-cial research funding management,proposed a series of response strategies to promote more effective management of financial research funding.[Findings]These strategies include expanding the autonomy of financial research funding management,establishing a new mechanism for allocating financial re-search funding,increasing incentives for researchers,reducing the burden of non research affairs on re-searchers,and exploring new models for monitoring and evaluating financial research funding.[Conclu-sions]This study has certain reference value for achieving the goals of relaxing scientific and technologi-cal management,accelerating scientific and technological innovation,motivating scientific research tal-ents,reducing the burden on scientific research personnel,and improving the efficiency of financial re-search funding investment.
