Analysis of Countermeasures for the Construction of New Research and Development Institutions in Henan Province
[Purposes]The new research and development institution is a new form of research and devel-opment organization,mainly to carry out"customized"research and development services for the needs of enterprises,and is an important field carrier to solve the"two skins"of science and technology and economy.As an important measure of innovation-driven development strategy,promoting the high-quality development of new R&D institutions is an inherent requirement and an important starting point for Henan Province to build a national innovation highland.[Methods]By analyzing its innovative modes in organizational structure,functional positioning and management mechanism,this paper of perfor-mance generation of new R&D institutions is analyzed,and the experience and practices that can be rep-licated are explored.[Findings]It is urgent to build a high-level innovation platform to connect with the national science and technology strategy system and gather high-level talents.The construction of new research and development institutions such as provincial laboratories and provincial Academy of Sci-ences is an important starting point to solve the above contradiction between supply and demand.[Con-clusions]At present and in the future,Henan needs to unswervingly accelerate the construction of new research and development institutions to inject strong momentum into the construction of national innovation highland.It is necessary to further enhance the ability to gather high-level talents,improve the ability to serve local economic development,and enhance the empowerment of science and technology and finance.
